ELP Advisors specializes in managing multi-stakeholder processes to address complex public policy issues. We have led efforts to promote transit oriented development and sustainable economic development strategies. We have negotiated community benefits agreements and crafted cutting-edge policies to promote career-path, family supporting jobs. We have built broad coalitions that include business, labor, environmentalists and community advocates. We have led strategic planning processes and designed performance management measures that tie action to goals, vision and mission.

Cecilia Estolano

Prior to co-founding ELP Advisors LLC, Cecilia V. Estolano was Chief Strategist of State and Local Initiatives for Green For All, a national organization that advocates for broad access and opportunity in the clean-energy economy. Ms. Estolano oversaw Green For All’s State and Local Initiatives and the Capital Access Program and was charged with spearheading the organization’s effort to scale public-private partnerships as a means to grow family-supporting green jobs in cities across the United States, particularly in under-served communities.

Ms. Estolano previously served as Chief Executive Officer of the Community Redevelopment Agency of the City of Los Angeles (CRA/LA).  Under Ms. Estolano’s tenure, CRA/LA was the largest redevelopment agency in California, with an annual budget of over $726 million and a work program covering 32 project areas.  Ms. Estolano redefined the role of CRA/LA, rebuilt its housing department, shepherded CRA/LA’s adoption of a landmark policy on local hiring in construction jobs and a Healthy Neighborhoods policy and created a $42 million Land Acquisition Fund to jumpstart development in underserved markets like South Los Angeles.   

Jennifer LeSar

Today, Jennifer LeSar is actively engaged in the business development, client management and quality delivery of services to ELP Advisors clients, as well as the on-going management of its affiliate, LeSar Development Consultants (“LDC”), which she founded in 2005.

LeSar Development Consultants is the Managing Member of ELP Advisors.  In that role it provides the business platform and on-going business support for ELP.  LDC itself is an active consulting firm providing a complementary set of professional services primarily to local government agencies involved in redevelopment, community development, affordable housing and homelessness.

With more than 25 years of experience in the real estate development and investment banking industries, Jennifer LeSar brings a diverse background to her work in community development and urban revitalization.

Katherine Perez

Katherine Aguilar Perez served most recently as the Executive Director of the Urban Land Institute, Los Angeles District Council (ULI LA) prior to co-founding ELP Advisors LLC.  With her diverse background in private real estate development, transportation policy and urban planning, she has emerged as one of the most articulate and credible advocates promoting the responsible use of land and transportation.

Before heading up ULI LA, Ms. Perez was the Vice President of Development for Forest City Development where she focused on transit-oriented development and mixed-use projects in emerging markets.  Prior to joining Forest City, Ms. Perez was the co-founder and Executive Director of the Transportation and Land Use Collaborative (TLUC) of Southern California, a nationally recognized non-profit that promotes greater civic involvement in planning and development.   Previously, she worked for Pasadena Mayor William Bogaard as the Deputy to the Mayor where she worked on transportation, planning and Latino constituent issues.
